With reference to Colonial Office letter
Secret 62751/29 of January 18th, I think we ought to
have had an earlier opportunity of seeing Hong Kong
despatch No. 408 of August 27th, nor do I see any
indication that copies of this despatch were sent
either to Peking or to Canton. The proposed Hong
8-
Kong Aviation Company, as foreshadowed in the despatch,
will have a considerable effect on our relations with
Canton and the coastal ports and involves questions of
political importance.
The question as to whether aviators of
nationalities other than Chinese and British should
be allowed to use the Kai Tak aerodrome is also one on
which we are entitled to express our views. This
question, however, according to Air Ministry letter
